Jolly supports Anna Hazare & Jan Lokpal Bill
New Delhi, 8th April 2011 : Delhi Study Group President Mr. Vijay Jolly organized a talk on “Corruption & Role of Lokayukta” at Constitution Club, New Delhi today. The Chief Speaker was Justice Manmohan Sarin, Lokayukta Delhi. Program was attended by cross section of intellectuals comprising of lawyers, doctors, engineers, architects, professors, diplomats, ex-servicemen, student leaders etc. Mr. Jolly stated that Delhi Study Group supports the Anti Corruption movement by Anna Hazare and also support the Jan Lokpal bill.
At the outset Vijay Jolly, President Delhi Study Group congratulated Lokayukta Delhi for his bold recommendation for the removal of Delhi PWD Minister Raj Kumar Chauhan in the infamous Tivoli Gardens tax evasion case. “Mr. Jolly also recalled the subsequent statement by Delhi Chief Minister Sheila Dikshit that her govt. would consider revision of the Lokayukta Act in the light of recent developments. Mr. Jolly said that this is disturbing & alarming. This statement shall weaken the institution of Lokayukta. DSG President Jolly demanded that Lokayukta should be given the power for prosecution. The recommendations & judgments of Lokayukta should be accepted & implemented by the Govt. of NCT of Delhi.
“We are looking into it, what is there & what is not there. The way the Lokayukta has been working, I feel there is need to examine (Jis tarah se Lokayukta kar rahe hai, usme mere khayal se vichar karne ki aur avashyakta hai. Dekhenge ? ) statement by Sheila Dikhit is self explanatory.
Mr. Jolly also decried the recent move by senior Congress MLA Narendra Nath in Delhi assembly seeking amendment in Section (2) of Delhi Lokayukta Act by stating “that it has become necessary given the way Lokayukta has been behaving”. Mr. Jolly termed this onslaught as a Govt. sponsored move to clip the wings of Lokayukta. Impartial & non-committed “Judiciary” are the hall marks of democracy stated DSG President Vijay Jolly.
He also hailed the contribution of Justice Manmohan Sarin first as a Judge of Delhi High Court, his superannuation as Chief Justice of Jammu & Kashmir High Court in Oct 2008 and then assuming charge as Lokayukta of National Capital Territory of Delhi in Nov 2008.
Mr. Jolly while speaking on the occasion termed the Delhi Lokayukta as protector of the common man. The office of Lokayukta acts as a “Watch Dog” on the administration. The Delhi Lokayukta has boldly enquired into allegations against public functionaries including Chief Minister, Delhi Ministers, MLAs, Municipal Corporators & bureaucrats. Justice Manmohan Sarin is credited to check corruption, favoritism, nepotism, abuse or misuse of position in Delhi. He is a bold and a firm Judge.
The program was conducted by Pinky Anand a leading lawyer of Delhi High Court. Vice President Bhupendra Kansal, Parvesh Verma & Treasurer Vijay Mehta presented flower bouquet to Justice Sarin while Mr. Vijay Jolly presided over the program.
जौली द्वारा अन्ना हजारे व जन लोकपाल बिल का समर्थन
नई दिल्ली, 8 अप्रैल, 2011ः दिल्ली स्ट्डी ग्रुप अध्यक्ष श्री विजय जौली की अगुवाई मे आज ‘‘भ्रष्टाचार एवं लोकायुक्त की भूमिका’’ विषय पर दिल्ली के कन्स्टीटयूशन क्लब में एक विचार गोष्टी का आयोजन किया गया। इसमें मुख्य वक्ता न्यायाधीश मनमोहन सरीन, दिल्ली लोकायुक्त रहे। इस कार्यक्रम में दिल्ली के प्रमुख बुद्धिजीवी वकील, डाक्टर, इंजीनियर, आर्किटेक्ट, प्रोफेसर, राजनयिक, पूर्व सैनिक, छात्र नेता इत्यादि शामिल हुए। दिल्ली स्टडी ग्रृप की ओर से श्री जौली ने अन्ना हजारे के भ्रष्टाचार मुक्ती आन्दोलन को समर्थन देते हुए जन लोकपाल बिल की पूरजोर वकालत की।
श्री जौली ने अपने संबोधन के आरम्भ में दिल्ली लोकायुक्त के उस साहसिक निर्णय को सराहा जिसमें उन्होंने दिल्ली के पीडब्लूडी मंत्री राजकुमार चौहान को टिवोली गार्डेन में कर चोरी के मामले की वकालत के आरोप में हटाने का ऐतिहासिक निर्णय सुनाया था। श्री जौली ने दिल्ली की मुख्यमंत्री शीला दीक्षित के उस ब्यान को याद करवाया जिसमें उन्होंने कहा था कि हाल के घटनाक्रम के कारण दिल्ली सरकार, लोकायुक्त अधिनियम् में संशोधन पर विचार करेगी। श्री जौली ने इसे न्यायपालिका की स्वतंत्रता को कमजोर करने का प्रयत्न कहा। श्री जौली ने गरजते हुए कहा कि यह लोकायुक्त संस्था पर सीधा हमला है। लोकायुक्त को मुकदमा चलाने का अधिकार होना चाहिए। तथा उसके निर्णय व सिफारिशो को संवैधानिक रूप से दिल्ली सरकार लागू करने के लिए बाध्य हो।
हम देख रहे हैं, वहॉ क्या है और वहॉ क्या नहीं हैं। जिस तरह से लोकायुक्त काम कर रहे हैं, उसमें मेरे ख्याल से विचार करने की आवश्यकता है। देखेंगे? शीला दीक्षित का यह ब्यान आत्म व्याख्यात्मक है।
इसके साथ ही श्री जौली ने कॉग्रेस के वरिष्ठ विधायक श्री नरेन्द्र नाथ द्वारा दिल्ली विधानसभा में दिल्ली लोकायुुक्त अधिनियम् की धारा (2) में संशोधन करने की मॉग को सिरे से ठुकराते हुए इसकी कड़ी निन्दा की। तथा इसे सरकार द्वारा लोकायुक्त संस्था पर प्रायोजित हमला व लोकायुक्त के पर काटने का षड़यंत्र भी कहा। आज लोकतंत्र में निष्पक्ष और गैर प्रतिबद्ध न्यायिक प्रणाली की अति आवश्यकता है।
श्री जौली ने न्यायाधीश सरीन की प्रसंशा करते हुए याद कराया की उन्होंने पहले दिल्ली उच्च न्यायालय के न्यायाधीश, फिर जम्मू-कश्मीर उच्च न्यायालय के मुख्य न्यायाधीश के रूप में अक्टूबर 2008 में सेवानिवृति तथा नवम्बर 2008 से दिल्ली के लोकायुक्त पद पर प्रसंशनीय कार्य किया है। श्री जौली ने कहा कि दिल्ली लोकायुक्त आम आदमी के रक्षक हैं। लोकायुक्त ने प्रशासन पर कड़ी नजर रखने के साथ-साथ मुख्यमंत्री, मंत्रियों, विधायकों, निगम पार्षदों और नौकरशाहों के खिलाफ आरोपों की जॉच निष्पक्षता से की है। न्यायाधीश मनमोहन सरीन को श्रेय जाता है कि उन्होंने भ्रष्टाचार, पक्षपात, भाई भतीजावाद, दुर्व्यवहार व पद के दुरूपयोग पर अंकुश लगाने के कई प्रयत्न सफलता पूर्वक किये हैं। वे साहसिक व स्वतंत्र प्रवृत्ति के व्यक्ति हैं।
कार्यक्रम का संचालन दिल्ली की प्रमुख अधिवक्ता पिंकी आनन्द ने किया। तथा उपाध्यक्ष भूपेन्द्र कंसल, प्रवेश वर्मा व कोषाअध्यक्ष विजय मेहता ने न्यायाधीश सरीन को फूलों का गुलदस्ता भेंट किया। कार्यक्रम की अध्यक्षता श्री विजय जौली ने की।
