express concern on Human Rights of minorities in Pakistan.
New Delhi, India : Delhi Study Group led by Ex. Delhi MLA & President Shri. Vijay Jolly and team organized program on “Plight of Minorities in Pakistan” at Constitution Club, Rafi Marg, New Delhi, India recently. At the overcrowded public meeting, concern was expressed for the safety of families of Hindu Sikh refugees left behind in Pakistan, the possibility of the kids left behind subject to murders any time and human rights of minorities in Pakistan.
Delhi Study Group comprising of people from all walks of life including Doctors, Engineers, Architects, Ex- Defense Personnel, Lawyers, Educationists, Artists, Chartered Accountants, Journalists, Diplomats and student leaders attended in large numbers. DSG is dedicated to the aim of nation building by generating public awareness through discussions, seminars, exhibitions etc. It has successfully organized various programs concerning civic, national and international issues.
The Chief Speaker at this program was Dr. V.K. Malhotra, Leader of Opposition in Delhi Assembly. The other speakers were renowned Journalist & Ex. MP Shahid Siddiqui, Goa MLA Vincent Lobo, Munawar Leghari and Bihar MLA Shri. Rameshwar Prasad Chaurasia along with Muslim Rashtriya Manch Convener Mohd. Afzal. The program was presided by President Delhi Study Group Vijay Jolly. Muslims participated in large numbers along with guests & families from Pakistan.
The program was conducted by Patron Delhi Study Group Pinky Anand. At the outset she outlined the oppression of the depleted minorities in Pakistan. She criticized the discriminatory practices, forced conversions, blasphemy laws and various ordinances which were used as tools of terror. She challenged and called upon all thinker to fight against injustice & inhuman treatment. She cited the report of Hindu American Foundation 2012 which stated that “the situation of Hindu continues to deteriorate in Pakistan & Malaysia”.
The recent visit to India by Pakistan Ex. Interior Minister Rehman Malik was flayed. The visit was termed as a non starter because it generated more controversy than goodwill between two hostile neighbors. Pakistan govt. washed its hands of Hindu–Sikh killings, kidnappings and demolition of Hindu temples in Pakistan. Due to non protection of minority rights in Pakistan, some Hindu families were forced to cross over to India in order to save their life’s.
Today while living in India, the Pakistan citizens belonging to minority community especially Hindus & Sikhs are in ‘fear psychosis’ for the safety of their women folks left behind in Pakistan. They are spending sleepless nights and are experiencing night mares stated Delhi Study Group President Jolly in his address to the esteemed gathering present on the occasion. They are nation less since their Pakistani passports have expired and Indian govt. has not granted them Indian citizenship.
In his welcome address Delhi Study Group President Vijay Jolly stated that democratic India and its citizens always want friendly relations with Pakistan. Former Prime Minister of India Mr. Atal Bihari Vajpayee’s Lahore Bus Yatra for peace & friendship from India to Lahore, Pakistan in February, 1999 was fondly recalled by Mr. Jolly. But it was reciprocated by Kargil War by Islamic Republic of Pakistan.
In year 1951, after the partition of un-divided India in 1947, there were 7.5 million Hindu & Sikhs in Pakistan. They then constituted 22% of the total Pak population. But today in year 2012 -13, the Hindu - Sikh population in Pakistan is reportedly pegged at 1.7%. Mr. Jolly termed this as a alarming fact.
Quoting Pakistan Human Right Commission report of 2012, Mr. Jolly stated that every month 25-30 Hindu girls are abducted in various parts of Pakistan. And later on they are forced to convert and married off to muslim boys. All these forced conversions are against human values. Mr. Jolly stated that due to the Pak blasphemy laws, the Human Rights of minorities are repeatedly and regularly violated with impunity.
Delhi Study Group President Mr. Jolly while quoting a few examples stated that on 7th Aug 2012, a hindu girl Miss. Manisha Kumari was kidnapped and raped in Pakistan. Thereafter on 10th Aug 2012, nearly 250 Hindu families migrated to India. And recently on 13th Dec 2012 in Mastoong area in Balochistan, Hindu doctor Lakhami Chand was gunned down in broad day light. These ugly incidents were highlighted by the Pakistan media. Mr. Jolly termed these ugly incidents as painful & dreadful.
Mr. Jolly in his address also condemned the demolition of Hindu temples in Pakistan. In year 2012, four Hindu temples were razed down. It is unfortunate. In February 2012, in city of Rawalpindi in Pakistan, a Ram temple (mandir) was demolished, in November 2012 in the city of Karachi the Laxmi Narayan temple (mandir) demolished, in Pakistan occupied Kashmir area of Maneshra the massive Shiv - Shivala temple razed down and recently in December 2012 the Karachi city located nearly 200 years old Hindu temple was demolished. It also left nearly 40 Paki Hindu families homeless. The Hindus, Sikhs along with Christian minorities and their rights are reportedly in peril in Pakistan alleged Mr. Jolly.
Dr. Vijay Kumar Malhotra, Leader of Opposition in Delhi assembly while speaking on the occasion complimented Delhi Study Group and its non partisan leadership for raising a issue concerning the human rights of Hindus & Sikhs in Pakistan. He stated that in all muslim nations, the minorities do not enjoy equal rights visa vis its majority population. He specially mentioned that a Hindu who traveled to Saudi Arabia wearing a Ganesh locket around his neck a few years ago was arrested in Riyadh, the capital city of Saudi Arabia.
Dr. Malhotra lamented that Hindus are not even allowed to wear lockets according to their religious beliefs in Islamic nations. It is intolerable and condemnable. There are countries like Pakistan where there are forcible conversions from hindu & sikhs to Islam. But then there are countries like India where minorities have more & better rights than majority community. Dr. Malhotra stated that Muslims, Christians & other minorities in India enjoy equal or more rights than majority Hindu population in democratic India.
Senior Indian veteran politician Dr. V.K. Malhotra, also a Former Indian Member of Parliament & Acting Chairman of Indian Olympic Association stated that Pakistan shocks civil society as there is minimal news of Pak terror on its minorities. Should any one be killed for his religious beliefs questioned Dr. Malhotra ?
He also stated that a few years ago there was a full page advertisement in a daily newspaper published in New York stating that muslims were targeted and humiliated in India. When Dr. Malhotra bought this untrue fact to the knowledge of the Indian Ambassador in US and demanded off him to protest, Dr. Malhotra was conveyed that the Indian govt. policy was to ignore such incidents since it in involved muslim sentiments. Dr. Malhotra stated that he felt humiliated by this incident.
Dr. V.K. Malhotra also highlighted that Bangladesh, the immediate neighbor of India had 6 to 7% population of Hindus there. But in India there is a reported surge in Bangladeshi population from four hundred thousand to one million in recent years. at the same time Pakistan today has less than 2% Hindus.
Dr. Malhotra alleged that there is genocide of Hindus and Sikhs in these countries. But on the other hand he pointed out that muslim and Christian population in India has phenomenally increased. People come from Pakistan with valid visas and settle in India. But it is seldom that Indians visiting Pakistan settle there and desert their mother-land India. It is so because all are treated with respect and dignity in Republic of India.
Dr. Malhotra also stated that no muslim country in the world subsides holy muslim pilgrimage for “Haj” yatra. But India spends around Rs. 600 crore Indian currency in subsidy for Haj pilgrimage. This is unacceptable as per the religious tenants of Islamic religion stated leader of opposition in Delhi Assembly Dr. Malhotra. But the untrue fact publicized worldwide is that non- Hindus are endangered in India.
Dr. Malhotra stated that it is widely publicized that muslims were attacked in Gujarat during the BJP rule of Chief Minister Narendra Modi. But no body talked about attack on Hindu pilgrims and burning them alive in a moving train at Godhara in year 2002. Modi’s visitors visa to United States of America was unfairly denied stated Dr. Malhotra.
This is nothing but pandering to the pressure tactics of the global Islamic organizations. Their pressure tactics have worked on law makers at Capitol Hill, Washington DC. This should be alarming for a nation targeted with Islamic terrorist attacks but still appeasing fundamentalist Islamic population in its fold.
Shri. Shahid Siddiqui, Ex. Member of Parliament & eminent Indian journalist stated that it is unfortunate that minorities from Pakistan had to flee. He stated that the making of Pakistan was a great mistake. This was opposed by Maulana Azad and Mahatma Gandhi in late 40’s. But still it happened.
Today even muslims are not safe in Pakistan stated Mr. Shahid Siddiqui Editor of Nai Duniya, the largest circulated Indian Urdu language newspaper published in India. He further stated that minorities have no status in Pakistan. They are systematically destroyed and are being wiped out. Mr. Siddiqui in his forceful speech further stated that Indian muslims are fairly treated in India. We have equal opportunities in India.
But it is not the same in Pakistan. Mr. Siddiqui stated that I am proud of mother India. I as a proud Muslim, every time would wish to be born in India. We muslims participate in all democratic processes and all are with us in India. But at the same time, we demand equal rights for all in Pakistan. I, as a devout musalmaan, demand protection for Hindu temples, their women folks and their families in Pakistan.
Mr. Siddiqui criticized Pakistan blasphemy laws. He termed them unfair & unjust. He said that in Pakistan, the Christians who are dalits (backward & poor) are treated even worse than Hindus. They are targeted even badly than Hindus. They are treated as outcasts.
We must all fight for the fundamental rights of minorities in Pakistan. India which played a magnanimous role during Afghan and Bangladesh wars should welcome Hindu –Sikh & Christian migrants from Pakistan.
We can always accommodate them in a nation of 120 billion strong population. The Indian govt. should put pressure on Pakistan for protecting the fundamental rights of its minorities otherwise India should stop its bilateral talks with that country stated journalist Mr. Shahid Siddiqui.
Mohd. Afzal Convener Muslim Rashtriya Manch shared the agony of aggrieved minorities in Pakistan. He said people of Pakistan who are inhuman to minority are not true muslims. He said if Pakistan does not treat its Hindus and Sikhs with love, care and compassion then we should approach the United Nations for fair treatment to minorities in Pakistan. He specially mentioned about his visit to Pakistan and a Hindu temple there where he found the Hindu priest (pandit) supporting a beard and crying about his fear of the majority, the muslim community and its die hard communalists in Pakistan.
Vishwa Hindu Parishad (VHP) International, Chief Patron Shri. Ashok Singhal in his message read on the occasion stated : -
“The world knows, the Liaquat – Nehru Pact signed on April 8, 1950 after six days of talks at New Delhi by Pakistan’s Prime Minister Liaquat Ali Khan and Bharatiya Prime Minister Jawahar Lal Nehru which sought to guarantee the rights of minorities in both countries after the partition.
The pact read “… the Govt. of India and Pakistan solemnly agree that each shall ensure to the Minorities throughout its territory complete equality of citizenship, irrespective of religion, a full sense of security in respect of life, culture, property and personal honour, freedom of movement within each country and freedom of occupation, speech and worship, subject to law and morality.
Members of the minorities shall have equal opportunity with members of the majority community to participate in the public life of their country, to hold political or other office, and to serve in their countries civil and armed forces. Both Govts declare these rights to be fundamental and undertake to enforce then effectively. It is the policy of both Govts that the enjoyment of these democratic rights shall be assured to all their nationals without distinction.
Both govts wish to emphasize that the allegiance and loyalty of the minorities is to the state of which they are citizens, and that it is to the govt. of their own state that they should look for redress of their grievances….”
Mr. Ashok Singhal stated in his message that the govt. of Bharat observed this pact in letter and spirit which why the 9.9% (3.4 crore) Muslim population of India’s 35 crore population in year 1947 has now reached over 18 crore according to the latest census figures.
But when Liaquat Ali Khan left Delhi and reached Islamabad the pact was consigned to the dustbin of history. Driven at the end of the day the concepts of ‘Jihad’ and ‘Kafir’ within the framework of an exclusivist Islamic worldview – the raison d’etre of Pakistan and Bangladesh – the two monotheistic theocratic states addressed the interests of their minorities by giving them three options, i.e., to convert, to flee or to die. In 1947, Hindus constituted 25% of the 6.2 crore Pakistani population (3 crore in West Pakistan +3.2 crore in East Pakistan) and the Hindu population was concentrated in East Pakistan which in 1971 became Bangladesh. The Hindu population in West Pakistan was about 2% and that in East Pakistan was 23%.
Today, the share of Hindus is down to 1.7% in Pakistan and 9.2% in Bangladesh. The said three options propelled by the ideas of ‘Jihad’ and ‘Kafir’ explain the plight of the (pantheistic) Hindus and their demographic decimation in the said two states.
Mr. Singhal further stated that the Pakistan army massacred over 3 million Hindus in 1970–71 in its Eastern wing before the creation of Bangladesh. Pakistan effectively got about 200,000 Kashmiri Pandits evicted from the Kashmir Valley. And the remaining about 100,000 of their population still living in Kashmir faces terrorist threats. Theocratic Pakistan’s friend Godless Communist China has also been treating Tibet and the Tibetan Buddhists and their holistic culture in this manner. The Pakistani society has also got an easy handle in the form of the ‘Blasphemy Law’ to condemn at convenience the minorities to any of the said three deadly options with an eye to grabbing their property or eliminating them from any economic or any other competition.
Such an approach to solve the minority issue is totally unacceptable stated VHP Leader Ashok Singhal. The Hindu World constitute 1/6th of the 7 billion global population. The civilized world, including the already affected America and Europe is closely watching the working of the concept of ‘Jihad’ and ‘Kafir’.
The International community and democratic world needs to address this rogue and inhuman behavior sooner then later otherwise there would be no one left to object. The UN, the govts. of the democratic world, the human rights organizations and other humanitarian organizations must come forward to tackle the undemocratic, inhuman, destabilizing, destructive and land grabbing ideology of ‘Jihad’ and ‘Kafir’ that always have economic, territorial and political dimensions.
The current bloody global terrorism and IT terrorism is also driven by the same worldview. The Govt. of India should use its good offices to ensure that the "Liaquat – Nehru pact" is honored and implemented in letter & spirit by Pakistan and Bangladesh, as the affected Hindus are very much their citizens. And the territories are also their motherland and they are indigenous to them since times immemorial.
Three time elected Bihar MLA Rameshwar Prasad Chaurasia while speaking as a guest speaker stated that it is a crime against humanity that minorities are ill-treated in Pakistan. He criticized India for its soft approach on the issue, since it concerns the human rights of Hindus & Sikhs there. He further criticized the Indian communists who always take the first opportunity to speak for the down trodden muslims in India and world wide. But remain passive spectators to the woes of Hindus and Sikhs globally.
It is a pity that All India Congress Committee led by its President Mrs. Sonia Gandhi did not utter a single statement of condemnation on violation of human rights of minorities in Pakistan. It is deliberate with a eye on minority votes in India stated firebrand Bihar MLA Chaurasia at the program.
Delhi Study Group demanded that Pakistan should protect its minorities. It should stand up in support of the Hindu, Sikhs & Christian minorities. Pak govt. should restore the confidence of its citizens in their governance. Besides this, India should consider granting citizenship to all such migrants from Pakistan. And all such migrants in India be provided identity cards, cheap ration, food grains along with other humanitarian assistance.

पाकिस्तान से भारत आये हिन्दू-सिख शरणार्थियों को बच्चों की जान की चिंता

भारतीय नेता डा. विजय कुमार मल्होत्रा, शाहिद सिद्दिकी, अशोक सिंघल, रामेश्वर चौरसिया, मोहम्मद अफजल, पिंकी आनंद व विजय जौली ने पाकिस्तान में अल्पसंख्यकों के मानव अधिकारों के उल्लंघन पर जताई चिंता
नई दिल्ली, भारत: दिल्ली स्ट्डी गु्रप अध्यक्ष श्री विजय जौली व टीम के नेतृत्व में कन्स्टीट्यूशन क्लब, रफी मार्ग, नई दिल्ली मे एक विचार गोष्ठी ‘‘पाकिस्तान में अल्पसंख्यकों की दूर्दशा’’ नामक विषय पर आयोजित की गई। पाकिस्तान से भारत आये हिन्दू शरणार्थियों के पीछे रह गये अपने परिवार व बच्चों की जान की चिंता सता रही है। तथा उनके बच्चों की कभी भी हो सकती है हत्या। इस मुद्दे पर अनेक भारतीय नेताओं ने अपनी गहरी चिन्ता व रोष प्रकट किया।
दिल्ली स्ट्डी ग्रुप अनेक वर्षों से भारत की राजधानी दिल्ली में विभिन्न विषयों पर कार्यक्रमों का आयोजन करता आया है। इस समूह में डाक्टर, इंजीनियर, अधिवक्ता, शिक्षाविद्, आर्किटेक्ट, चार्टर्ड एकाउंटेंटस, पूर्व रक्षाकर्मी, सेवानिवृत्त राजनयिक, पत्रकार, कलाकार व छात्र नेता आदि सम्मिलित हैं। समय-समय पर राष्ट्रीय, अन्तर्राट्रीय व स्थानीय विषयों पर कार्यक्रम आयोजित किये जाते रहे हैं।
इस कार्यक्रम में मुख्य वक्ता दिल्ली विधानसभा में विपक्ष के नेता डा. विजय कुमार मल्होत्रा के साथ प्रसिद्ध पत्रकार व पूर्व सांसद शाहिद सिद्दिकी, गोवा विधायक विनसेंट लोबो, मुनावर लेघारी, बिहार विधायक रामेश्वर चौरसिया व मुस्लिम राष्ट्रीय मंच संयोजक मोहम्मद अफजल रहे। कार्यक्रम की अध्यक्षता दिल्ली स्ट्डी ग्रुप अध्यक्ष विजय जौली ने की।
कार्यक्रम का संचालन दिल्ली स्ट्डी ग्रुप की महासचिव व भारत में सुप्रीम कोर्ट की प्रख्यात वकील श्रीमती पिंकी आनन्द ने किया। कार्यक्रम के आरम्भ में उन्होंने पाकिस्तान में कम हो रहे अल्पसंख्यक समूहों के उत्पीड़न की अनेक घटनाओं का क्रमवार ब्यौरा दिया। पाकिस्तान में भेद-भाव पूर्ण व्यवहार, जबरन धर्म परिवर्तन, ईश निन्दा कानून तथा विभिन्न सरकारी आदेशों की आलोचना पिंकी आनन्द ने अपने संबोधन में की।
उन्होंने पाकिस्तान में सामाजिक न्याय के समर्थन व अमानवीय व्यवहार के खिलाफ लड़ने का आह्नवान किया। हिन्दू - अमेरिका फाउण्डेशन 2012 में छपी रिपोर्ट का हवाला देते हुए पिंकी आनन्द ने कहा कि ‘‘हिन्दूओं की स्थिति पाकिस्तान व मलेशिया में बिगड़ती जा रही है’’।
यह सभी विचारकों व लोकतांत्रिक देशों के लिए गम्भीर मुद्दा है। भारत के प्रतिष्ठित व बुद्धिजीवि वकीलों के समाज को चिन्तन के लिए बाध्य करने की अपनी प्रतिबद्धता से पिंकी आनन्द ने सबको अवगत कराया।
हाल ही में भारत दौरे पर आये पाकिस्तान के गृह मंत्री रहमान मलिक के विवादास्पद ब्यानों की कार्यक्रम में निन्दा की गई। इस यात्रा को नान स्टार्टर की संज्ञा बताया गया। क्योंकि इस यात्रा ने दोनों पड़ोसी देशों के बीच सद्भावना बढ़ाने के स्थान पर विवादों को अधिक बल दिया। पाकिस्तान सरकार अपने देश में हिन्दू-सिखों की हत्याओं, अपहरण व हिन्दू मंदिरों को गिराने की घटनाओं पर आपसी विचार-विमर्श करने के संवाद से बच कर साफ निकल गये व पल्ला झाड़ लिया। पाकिस्तान में अल्पसंख्यकों के अधिकारों की रक्षा न होने के कारण कुछ हिन्दू परिवारों को जान बचाने के लिए भारत भाग कर आना पड़ा।
आज भारत में रह रहे, पाकिस्तानी हिन्दू व सिख परिवारों को वहॉ रह गये अपने बच्चों व बहु-बेटियों की हत्या की आशंका व चिन्ता सता रही है। तथा इस तथ्य ने उनकी रातों की नींद भी उड़ा रखी है।
दिल्ली स्ट्डी ग्रुप अध्यक्ष विजय जौली ने पाकिस्तान में रह रहे अल्पसंख्यकों की स्थिति पर बोलते हुए कहा कि वहॉ पर हिन्दूओं व सिखों को ‘‘डर के साये में जीना’’ पड़ रहा है। लेकिन भारत आये पाकिस्तानी शरणार्थियों के पासपोर्ट की वैधता खत्म हो गई है। तथा भारत सरकार ने उन्हें आज तक भारत की नागरिकता नहीं दी है। 20 वर्षो से भी अधिक ऐसे शरणार्थी परिवार भारत में रह रहे हैं। आज इनके पास किसी भी देश की नागरिकता नहीं है। यह सरासर मानवता के खिलाफ है।
अपने स्वागत भाषण में दिल्ली स्ट्डी ग्रुप अध्यक्ष विजय जौली ने कहा कि लोकतांत्रिक भारत व उसके नागरिक हमेशा से पाकिस्तान के साथ मैत्रिपूर्ण संबंधों के पक्षधर रहे हैं। शांति व दोस्ती के लिए, भारत से लाहौर तक की बस यात्रा फरवरी 1999 में भारत के तब प्रधान मंत्री रहे श्री अटल बिहारी वाजपेयी ने की थी। तथा इसका स्मरण बढ़े चाव से श्री जौली ने उपस्थित जनसमूह को कराया। लेकिन इस्लामी गणराज्य पाकिस्तान ने इसका जवाब कारगिल युद्ध से भारत को दिया।
वर्ष 1947 में भारत के विभाजन के बाद वर्ष 1951 में पाकिस्तान में हिन्दू व सिखों की संख्या 75 लाख थी। तथा यह संख्या पाकिस्तान की कूल आबादी में 22ः थी। लेकिन अब वर्ष 2012-13 में वहॉ पर यह संख्या 1ण्7ः रह गई है। श्री जौली ने इसे एक खतरनाक सच बताया।
पाकिस्तान मानव अधिकार आयोग वर्ष 2012 की रिपोर्ट का हवाला देते हुए श्री जौली ने कहा कि हर महीने 25 से 30 हिन्दू लड़कियों का अपहरण पाकिस्तान के विभिन्न भागों में हो रहा है। तथा बाद में उनको जबरदस्ती धर्म परिवर्तन के लिए मजबूर किया जाता हैं और फिर उनकी मुसलमान लड़कों से शादी कर दी जाती है। इन जबरन धर्म परिवर्तन की घटनाओं को श्री जौली ने मानवीय मूल्यों की अवहेलना बताया। पाक ईश निन्दा कानून के चलते, पाकिस्तान में अल्पसंख्यकों के नियमित रूप से मानव अधिकारों का उल्लंघन का व्यौरा श्री जौली ने अपने भाषण में दिया।
दिल्ली स्ट्डी ग्रुप अध्यक्ष श्री जौली ने बताया कि 7 अगस्त, 2012 को हिन्दू लड़की मनीशा कुमारी का अपहरण तथा बलात्कार की घटना पाकिस्तान मिडिया में सुर्खियों से छपी थी। तथा 10 अगस्त 2012 को 250 हिन्दू परिवार पाकिस्तान से भाग कर भारत पलायन को मजबूर हो गये। तथा 13 दिसम्बर 2012 को बलूचिस्तान के मस्टूॅग शहर में हिन्दू मूल के डा. लखमी चन्द की दिन दहाड़े गोली मार कर हत्या कर दी गई।
पाकिस्तान हिन्दू मंदिरों व धर्म स्थलों को गिराये जाने के मुद्दे पर श्री जौली ने भारत की घोर चिन्ता प्रकट की। वर्ष 2012 में 4 हिन्दू धर्म स्थलों को ध्वस्त किया जाना खेद जनक बताया। फरवरी में रावलपिंण्डी में राम मंदिर तोड़ा गया, नवम्बर में कराची स्थित लक्ष्मी नारायण मंदिर, अधिकृत कश्मीर में मनेशरा स्थित विशाल शिवाला तथा कराची शहर में हाल ही में 200 वर्ष पुराना हिन्दुओं का मंदिर ध्वस्त किया गया। इस घटना में करीब 40 हिन्दू बेघर हो गये। पाकिस्तान सरकार व प्रशासन सोया रहा। श्री जौली ने कहा कि वहॉ आज भी हिन्दुओं व अल्पसंख्यकों के अधिकारों को कठोरता से कुचला जा रहा है।
कार्यक्रम में प्रमुख वक्ता दिल्ली विधानसभा में विपक्ष के नेता डा. विजय कुमार मल्होत्रा ने इस अवसर पर बोलते हुए दिल्ली स्ट्डी ग्रुप को बधाई दी कि उसने वर्तमान में पाकिस्तान में हिन्दू और सिख समुदायों के मानव अधिकारों से संबंधित मुद्दा उठाकर भारत व वैश्विक जगत का इस गम्भीर मुद्दे पर ध्यान आकर्षिक किया है। डा0 मल्होत्रा ने कहा कि अधिकांश मुस्लिम देशों में वहॉ के अल्पसंख्यक समाज को वहॉ पर रहने वाली बहुसंख्यक आबादी के अनुरूप समान मानव अधिकार नहीं दिये गये हैं। उन्होंने विशेष उल्लेख करते हुए कहा कि सऊदी अरब की यात्रा पर गये हिन्दू मूल के व्यक्ति को कुछ वर्ष पूर्व गले में गणेश का लॉकेट पहनने के कारण राजधानी रियाद में गिरफ्तार कर लिया गया था।
डा0 मल्होत्रा ने कहा कि एक तरफ इस्लामी देशों में हिन्दूओं को उनकी धार्मिक मान्यताओं के अनुरूप गले में लॉकेट पहनने की अनुमति नहीं है। और दूसरी ओर पाकिस्तान जैसे देशों में हिन्दूओं व सिखों को जबरन इस्लाम धर्म कबूल करने के लिए बाध्य किया जाता है। लेकिन भारत जैसे देश में अल्पसंख्यक समुदाय विशेषकर मुसलमानों व इसाईयों को बहुसंख्यक हिन्दू आबादी की तुलना में अधिक व बेहतर अधिकार प्रदत्त है।
अनुभवी भारतीय राजनीतिज्ञ व भारतीय ओलम्पिक संघ के कार्यवाहक अध्यक्ष डा0 मल्होत्रा ने इस अवसर पर कहा कि पाकिस्तान देश वास्तव में सभ्य नागरिक समाज को करारा झटका देता हुआ प्रतीत होता है। क्योकि वहॉ अल्पसंख्यकों पर छाये आतंक की न्यूनतम् खबरें-बाहर प्रकाशित होती है। इस अवसर पर प्रश्न करते हुए डा. मल्होत्रा ने पॅूछा कि ‘‘क्या किसी को अपनी धार्मिक आस्थाओं में विश्वास के चलते मार दिया जाना चाहिए’’ ?डा. मल्होत्रा ने अपने भाषण ने बताया कि कुछ वर्ष पहले न्यूयार्क से प्रकाशित एक दैनिक समाचार पत्र में छपे विज्ञापन में बताया गया था कि भारत में मुसलमानों को लक्षित व अपमानित किया जाता हैं। जब डा. मल्होत्रा ने अमेरिका में भारत के राजदूत के संज्ञान में इस गलत तथ्य को इंगित किया तथा उसका विरोध करने की मॉग की तो डा. मल्होत्रा को बताया गया कि भारतीय सरकार की नीति के अनुरूप ऐसी घटनाओं की अंदेखी करने की सख्त हिदायत है। क्योंकि ऐसे विषय मुसलमानों की भावनाओं से जुड़े हुए हैं। इस घटना पर डा. मल्होत्रा ने अपने आप को अपमानित महसूस किया था।
डा. विजय कुमार मल्होत्रा ने बॉग्लादेश में हिन्दुओं की दयनीय स्थिति पर प्रकाश डालते हुए कहा कि वहॉ पर 6 से 7ः हिन्दू आबादी है। लेकिन दूसरी तरफ भारत में बॉग्लादेशियों की संख्या हाल के कुछ वर्षों में 4 लाख से बढ़कर 10 लाख की संख्या पार कर गई है। तथा पाकिस्तान में 2ः से भी कम हिन्दू बचे हैं। यह खेदजनक है।
उन्होंने आरोप लगाया कि इन देशों में हिन्दुओं व सिखों का नरसंहार हो रहा है। जबकि भारत में मुसलिम और ईसाई आबादी अप्राकृतिक रूप से बढ़ रही है। पाकिस्तान से लोग वैद्य वीजा के साथ भारत आते हैं। तथा यहॉ पर रह जाते हैं। लेकिन शायद ही कभी ऐसा हुआ है कि भारतीय नागरिक पाकिस्तान यात्रा पर जाकर वहॉ रह व बस गयें हों। यह इस लिए क्योंकि भारत में सभी के साथ समानता का व्यवहार किया जाता है।
डा. मल्होत्रा ने इसके साथ बताया कि दुनियॉ के किसी भी मुस्लिम देश में, पवित्र मुस्लिम तीर्थ यात्रा ‘‘हज’’, के लिए सरकारी अनुदान नहीं दिया जाता। लेकिन भारत प्रतिवर्ष हज तीर्थ यात्रा के लिए 600 करोड़ भारतीय रूपये आबंटित करता है। इसे दिल्ली विधानसभा में विपक्ष के नेता डा. मल्होत्रा ने इस्लामिक धार्मिक मान्यताओं के विपरीत बताया। लेकिन दुनियॉ भर में झूठा प्रचार किया जाता है कि भारत में गैर हिन्दू खतरे में है। यह निन्दनीय है।
डा. मल्होत्रा ने कहा कि यह व्यापक रूप से प्रचारित किया गया कि गुजरात में भाजपा मुख्यमंत्री नरेन्द्र मोदी के शासन काल में मुसलमानों पर हमला किया गया था। लेकिन कोई भी इससे जुड़े मुद्दे पर बात नहीं करता है कि गोधरा में वर्ष 2002 में चलती रेलगाड़ी में हिन्दू तीर्थ यात्रियों पर हमला कर उन्हें जिन्दा क्यों जला दिया गया था ? इसके साथ ही डा. मल्होत्रा ने कहा कि अमेरिका सरकार ने अनुचित ढंग से नरेन्द्र मोदी को अमेरिका का वीजा न देकर अन्याय किया है।
डा. मल्होत्रा ने इसे वैश्विक इस्लामी संगठनों की दबाव की रणनीति का ज्वलंत उदाहरण बताया। इस नीति के तहत सफलता पूर्वक अमेरिकी सांसदों व कानून निर्माताओं को वाशिंगटन डीसी में प्रभावित किया गया। तथा मोदी को अमेरिका यात्रा पर आने से वर्जित किया गया। यह अमेरिका देश के लिए खतरनाक है जहॉ ऐतिहासिक व दुर्भाग्यपूर्ण इस्लामी आतंकवादी हमले हुए। लेकिन आज भी वह देश कट्टरपंथी इस्लामिक आबादी के तुष्टीकरण में लगा हुआ प्रतीत होता हैं। डा. मल्होत्रा ने इसे दुर्भाग्यपूर्ण घटनाक्रम करार दिया।
श्री शाहिद सिद्दिकी पूर्व सांसद व प्रख्यात भारतीय उर्दू भाषा पत्रकार ने कहा कि यह दुर्भाग्यपूर्ण है कि अल्पसंख्यकों को पाकिस्तान से भागना पड़ रहा है। उन्होंने पाकिस्तान देश के गठन को सबसे बड़ी गलती बताया। इसका विरोध 40 (चालीस) के दशक में स्वतंत्रता सेनानी मौलाना आजाद व महात्मा गॉधी ने किया था। लेकिन फिर भी भारत का बॅटवारा हुआ तथा पाकिस्तान देश का जन्म हुआ।
भारत से प्रकाशित उर्दू भाषा के अखबार ‘‘नई दुनियॉ’’ संपादक सिद्दिकी ने कहा कि ‘‘मुसलमान आज पाकिस्तान में सुरक्षित नहीं है’’। इससे आगे उन्होंने कहा कि अल्पसंख्यकों की पाकिस्तान में कोई अच्छी स्थिति नहीं है। पाक में अल्पसंख्यकों को व्यवस्थित ढंग से चिह्नित कर नष्ट किया जा रहा है। अपने सशक्त भाषण में श्री शाहिद सिद्दिकी ने कहा कि भारतीय मुसलमानों के साथ भारत में अच्छा सलुक किया जाता है। तथा हमें भारत में समान अवसर व अधिकार प्राप्त है।
लेकिन पाकिस्तान में ऐसा नहीं है। श्री सिद्दिकी ने कहा कि मुझे भारत माता पर गर्व है। तथा वंदेमातरम् कहने में कोई गुरेज नहीं हैं। मुझे अपने भारतीय मुसलमान होनें पर नाज है। तथा मैं आशा करता हॅू कि भविष्य में भी मेरा भारत में जन्म हो। लेकिन इसके साथ ही मैं पाकिस्तान में सभी के लिए समान अधिकारों की मॉग करता हॅू। एक सच्चा मुसलमान होने के नाते पाकिस्तान में हिन्दू मंदिरों की रक्षा, उनकी महिलाओं व परिवारों के सम्मान व सुरक्षा की मॉग पूरजोर तरीके से करता हॅॅू।
श्री सिद्दिकी ने पाकिस्तान ईश निन्दा कानून की आलोचना की। उन्होंने उसे अनुचित व अन्यायपूर्ण करार दिया। उन्होंने कहा कि पाकिस्तान में ईसाई धर्म के अनुयाईयों जो दलित (पिछड़े व गरीब) वर्ग से हैं, उनसे हिन्दुओं से भी बदतर व्यवहार किया जाता हैं। उन्हें हिन्दुओं की तुलना में बुरी तरह से लक्षित किया जाता हैं। तथा उनसे जाति रहित व्यवहार किया जाता है। इसे शाहिद सिद्दिकी ने मानवीय मूल्यों के विपरीत बताया।
हम सभी को पाकिस्तान में अल्पसंख्यकों के मौलिक अधिकारों के लिए लड़ना चाहिए। भारत जिसने अफगानिस्तान और बॉग्लादेश युद्ध के दौरान एक उदारवादी भूमिका निभाई थी, उसे पाकिस्तान से आये हिन्दु -सिख व ईसाई शरणार्थियों का गर्मजोशी से स्वागत करना चाहिए।
हम भारत में 120 अरब की आबादी वाले राष्ट्र में -उन्हें आसानी से समायोजित कर सकते हैं। भारत सरकार को पाकिस्तान पर दबाव बनाकर उन्हें अपने अल्पसंख्यकों के मौलिक अधिकारों की रक्षा करने के लिए बाधित करना चाहिए। तथा इसके न होने पर अपनी द्विपक्षीय वार्तालाप को तुरन्त स्थगित व बंद कर देना चाहिए।
मुस्लिम राष्ट्रीय मंच संयोजक मोहम्मद अफजल ने पाकिस्तान में रह रहे अल्पसंख्यकों की पीड़ा से सबको साझा किया। उन्होंने कहा कि पाकिस्तान के नागरिक जो अल्पसंख्यकों से अमानवीय व्यवहार करते हैं वह सच्चे मुसलमान नहीं हैं। उन्होंने कहा कि यदि पाकिस्तान अपने हिन्दू व सिख समुदाय के नागरिकों की देख-भाल, प्यार व करूणा के साथ नहीं करता तो हमें संयुक्त राष्ट्र महासंघ में यह मुद्दा उठाना चाहिए। श्री अफजल ने अपनी हाल ही में पाकिस्तान की यात्रा का उल्लेख किया। उन्होंने बताया कि पाकिस्तान में एक हिन्दू मंदिर में पुजारी से मिले। जिसने दाड़ी रख रखी थी। पूॅछने पर उस पुजारी ने डर व रोते हुए बताया कि उसने दाड़ी मुस्लिम कट्टरपंथियों के डर व आतंक के कारण रख रखी है।
मोहम्मद अफजल ने इस अवसर पर कहा कि भारत में मुसलमान व इस्लाम सुरक्षित है। यहॉ पर हमें बहुसंख्यक हिन्दु समाज से कोई खतरा नहीं है। हम भारत में आजादी से रहते हैं। हमें अपनी भारतीयता पर नाज है। भारत में धार्मिक स्वतंत्रता के चलते, भारतीय मुसलमान, पाकिस्तान में रह रहे मुसलमानों से कई गुना सुरक्षित व सम्मानित महसूस करता है। इस लिए इस मुद्दे पर मुसलिम राष्ट्रीय मंच भारत में व्यापक जन जागरण करेगा।
इस अवसर पर विश्व हिन्दू परिषद् के अन्तर्राष्ट्रीय मुख्य संरक्षक श्री अशोक सिंघल ने अपने लिखित संदेश में कहा कि: -
दुनियॉ जानती है कि 8 अप्रैल 1950 को दिल्ली में ‘‘लियाकत-नेहरू’’ संधि पर हस्ताक्षर किये गये थे। इसके अनुसार पाकिस्तान के प्रधानमंत्री श्री लियाकत अली खॉन व भारत के प्रधानमंत्री पंडित जवाहर लाल नेहरू ने अपनी 6 दिनों की वार्तालाप के बाद दोनों देशों में विभाजन के उपरांत अपने देश में रह गये अल्पसंख्यक समुदाय के अधिकारों की रक्षा करने की लिखित में गारंटी ली थी।
संधि में लिखा था ‘‘ .......भारत व पाकिस्तान सरकार इस बात से सहमत है कि उसके अधिकार क्षेत्र में रहने वाले अल्पसंख्यक समुदाय को समानता के आधार पर नागरिकता, पूर्ण समानता, धर्म निरपेक्षता, जीवन जीने, संस्कृति, संपत्ति, व्यक्तिगत सम्मान, देश भर में घूमने की स्वतंत्रता, व्यापार, भाषण व पूजा अर्चना आदि कानून व नैतिकता के आधार पर सुनिश्चित की जायेगी।
अल्पसंख्यक समुदाय के सदस्यों को बहुसंख्यक समाज के सदस्यों के साथ बराबर के अधिकार तथा राजनीतिक व अन्य पद धारण करने, सरकार व सशस्त्र बलों में सेवा करने का अधिकार होगा। दोनों देशों की सरकारें इन अधिकारों को मौलिक अधिकार मानती है। तथा इनको प्रभावी ढंग से लागू करने के लिए कटिबद्ध है। इसके साथ ही दोनों सरकारों की नीति है कि सभी नागरिकों के लोकतांत्रिक अधिकारों की रक्षा बिना भेद भाव किये सुनिश्चित की जायेगी।
दोनों सरकारें आशा व्यक्त करती हैं कि अल्पसंख्यकों की निष्ठा व वफादारी उस सरकार के प्रति होगी जिसके वो नागरिक हैं। तथा उनकी शिकायतों के निवारण के लिए उस देश की सरकार जिम्मेदार होगी .....’’।
श्री अशोक सिंघल ने अपने संदेश में कहा कि भारत सरकार ने संधी में उपरोक्त लिखित तथ्यों को बाखूबी निभाया व अनुसरण किया। जिसके कारण भारत में तब मुसलमानों की संख्या 3.4 करोड़ थी। जोकि भारत की कूल 35 करोड़ की आबादी में वर्ष 1947 में 9ण्9ः थी। तथा नवीनतम् भारत की जनगणना के ऑकड़ों के अनुसार मुसलमानों की आबादी बढ़कर 18 करोड़ से अधिक हो गई है।
लेकिन जब लियाकत अली खॉन दिल्ली छोड़, पाकिस्तान के इस्लामाबाद शहर पहुॅचे तो उन्होंने इस संधि को कूॅड़ेदान की टोकरी में डाल दिया। जिहाद तथा काफिर की संज्ञा को कार्यान्वित करते हुए अलगाववादी इस्लामिक वैश्विक नजरिये के ढॉचे से प्रेरित होते हुए पाकिस्तान व बॉग्लादेश ने अपने बचे हुए अल्पसंख्यक समुदाय को तीन विकल्प दिये ..... ‘‘धर्म परिवर्तन या पालयन करो और या मर जाओ’’। 1947 में पाकिस्तान में हिन्दुओं की आबादी 6.2 करोड़ थी (कूल जनसंख्या की 25ः यानि पश्चिम पाकिस्तान में 3 करोड़ तथा पूर्वी पाकिस्तान में 3.2 करोड़ थी)। पूर्वी पाकिस्तान जोकि 1971 में बॉग्लादेश बना वहॉ पर हिन्दुओं की आबादी 23ः थी। आज पाकिस्तान में हिन्दुओं की संख्या 2ः से भी कम के ऑकड़े पर पहुॅच गई है। यह एक भयानक सच है।
वर्तमान में पाकिस्तान की जनगणना के अनुसार हिन्दुओं की हिस्सेदारी 1ण्7ः व बॉग्लादेशी जनगणना के अनुसार 9ण्2ः से भी नीचे रह गई है। जिहाद व काफिर के विचारों से प्रेरित दोनों देशों में हिन्दुओं की ‘‘जनसंख्या में दस में से एक को मौत देने’’ की स्थिति झलकती है।
श्री सिंघल ने कहा कि पाकिस्तानी सेना ने, समर्पण से पूर्व व बॉग्लादेश के संघीय निर्माण से पहले पूर्वी पाकिस्तान में 3 लाख से अधिक हिन्दुओं की हत्यायें की थी। पाकिस्तान ने प्रभावी ढंग से कश्मीर घाटी से 2 लाख से अधिक कश्मीरी पंडितों को दबाव व जान गॅवाने के डर से प्रभावित करा, अपने ही घर से व अपने ही देश में बेदखल करवा दिया। तथा वहॉ बच गये 1 लाख कश्मीरी पंडित आतंकवादियों के खतरों का सामना कर रहे हैं। इसके साथ ही कट्टरवादी पाकिस्तान के दोस्त व नास्तिक चीन की कम्यूनिस्ट सरकार भी इसी प्रकार से तिब्बत में बसे बौद्ध धर्म व उसकी संस्कृति को नष्ट कर रही है। पाकिस्तान में ईश निन्दा कानून का सुविधानुसार प्रयोग कर अल्पसंख्यकों को उपरोक्त तीन विकल्पों के अनुरूप उनकी संपत्ति को हथियाने या अन्य आर्थिक लाभ से वंचित करने या किसी भी लोकतांत्रिक प्रक्रिया व प्रतियोगिता से दूर रखने के लिए इस्तेमाल में लाया जा रहा है।
श्री सिंघल ने कहा कि इस प्रकार से किसी भी देश में अल्पसंख्यकों के मुद्दे को हल करने का सरकारी व सामाजिक दृष्टिकोण, भारत के नागरिकों को अस्वीकार्य है। हिन्दूओं की दुनियॉ में आज कूल 7 अरब की आबादी में 1/6वॉ स्थान है। पहले से ही इस्लामिक आतंकवाद से प्रभावित अमेरिका और यूरोप सहित सभ्य समाज के अनेक देश बारीकी से ‘‘जिहाद और काफिर’’ की अवधारणा व उसके काम -काज को देख रहे हैं।
आज अन्तर्राष्ट्रीय समुदाय व लोकतांत्रिक दुनियॉ के देशों को इस अमानवीय व दुष्ट मानसिकता से निपटने की अत्यंत आवश्कता है। क्योंकि यदि ऐसा शीघ्र नहीं किया गया तो इस मुद्दे को उठाने वाला कोई भी नहीं बचेगा। संयुक्त राष्ट्र, लोकतांत्रिक देश, मानव अधिकार संगठन तथा मानवीय अधिकारों के लिए लड़ने वाले नेताओं को आगे आकर जिहाद और काफिर की संज्ञा से प्रेरित अलोकतांत्रिक व अमानवीय शक्तियों, विनाशकारियों और भूमि हथियाने वाली विचारधारा से तुरन्त निपटना चाहिए।
वर्तमान में ‘‘खूनी होली’’ खेलने वाला वैश्विक आतंकवाद व दूरसंचार के माध्यमों द्वारा संचालित आतंकवाद भी इस कड़ी का एक महत्वपूर्ण हिस्सा है। भारत सरकार को अपनी लोकतंत्रिय प्रणाली का उपयोग करते हुए ‘‘लियाकत व नेहरू’’ समझौते को लागू करवाने के लिए दबाव बनाना चाहिए। ताकि पाकिस्तान व बॉग्लादेश को अपने हिन्दू नागरिक समुदाय के सम्मान व रक्षा के लिए बाध्य किया जा सके। क्योंकि यह देश व उसकी जमीन, प्राचीन काल से उनकी मातृभूमि है। तथा वे उस भूमि के ही सपूत हैं।
तीन बार निर्वाचित बिहार विधायक रामेश्वर प्रसाद चौरसिया ने विशेष रूप से दिल्ली पधारकर इस कार्यक्रम में भाग लिया। उन्होंने अपने संबोधन में कहा कि अल्पसंख्यकों से बुरा सलूक वास्तव में ‘‘मानवता के खिलाफ अपराध है’’। तथा यह पाप पाकिस्तान में हो रहा है। श्री चौरसिया ने इस मुद्दे पर भारत के नरम रूख के प्रति अपनी नाराजगी जताई। उनके अनुसार हिन्दुओं व सिखों के मानवअधिकार के मुद्दे पर कोई भी समझौता नहीं होना चाहिए। इससे आगे बढ़ते हुए उन्होंने भारतीय कम्यूनिस्टों की भी कड़ी आलोचना की। क्योंकि वो दलित मुसलमानों के हक में हमेशा बोलने का अवसर खोज लेते हैं। लेकिन हिन्दूओं व सिखों के मानव नरसंहार के मुद्दे पर आश्चर्यजनक चुप्पी व मूॅक दर्शक बन कर रह गये हैं। इस विषय पर उनकी निष्क्रियता दिल दुःखाने वाली है।
विधायक रामेश्वर चौरसिया ने इस तथ्य पर अफसोस जाहिर किया कि अखिल भारतीय कॉग्रेस कमेटी की अध्यक्ष श्रीमती सोनियॉ गॉधी ने पाकिस्तान में अल्पसंख्यकों के मानव अधिकारों के उल्लंघन पर एक भी निन्दा ब्यान जारी नही किया। यह भारत में अल्पसंख्यक वोटों व मुस्लिम तुष्टीकरण की नीति का अनुसरण करता हुआ प्रतीत होता है।
दिल्ली स्ट्डी ग्रुप ने पाकिस्तान से मॉग की कि वो अपने देश में रह रहे अल्पसंख्यकों के सम्मान व रक्षा को सुनिश्चित करे। वहॉ रह रहे अल्पसंख्यक समुदाय के नागरिकों विशेषकर हिन्दू, सिख व ईसाई धर्म में आस्था रखने वाले पाकिस्तानी नागरिकों का विश्वास, पाकिस्तान शासन व सरकार में बहाल करने की तुरन्त आवश्यकता है। इसके साथ ही भारत को पाकिस्तान से आये सभी शरणार्थियों को नागरिकता देने के मुद्दे पर विचार करना चाहिए। तथा भारत में ऐसे सभी प्रवासियों को पहचान पत्र तथा मानवता के आधार पर सस्ता राशन, खाद्यान्न व भोजन सामाग्री उपलब्ध करानी चाहिए।
