Modern India - Needs Electoral Reforms
New Delhi, 18th March 2015 : The Election Commissioner of India Shri. H.S. Brahma was honored and felicitated for recommending direct voting rights to Non Resident Indians by Ex. Delhi MLA & President Delhi Study Group Shri. Vijay Jolly.
The CEC was presented with a shawl and a trophy. The program was conducted by Social Media activist Ms. Ritu Rathaur.
Permit candidate to stand from “Only One Constituency”. This shall save expenditure, time, efforts & harassment to the voters stated Study Group President Vijay Jolly. He said permanent secretariat for the Election Commission is a necessity.
The independent candidates should not be disbarred from contesting. We recommend common electoral rolls for parliamentary, assembly and local body elections. Power to disqualify on ground of defection should be with the President or the Governor who shall act on the advise of the ECI instead of the Speaker or the Chairman.
President Delhi Study Group Vijay Jolly while speaking on the subject strongly spoke in favour of introduction of compulsory voting & Lok Sabha and State Assemblies to have fixed 5 years term.
Complete state funding of elections to curb influence of money power, replace current EVM machines with EVM paper trail, speedy trial in court cases against politicians to bar criminals from contesting, strict curbs on “Paid News, Receiving Payment for News and Political Advertisement” be made an electoral offence, ban on opinion polls in the electronic & print media 48 hours before polling begins, election petitions should be concluded within 6 to 9 months, no right to recall, demand for totaliser for counting of votes, to prevent use of public money for partisan interests we recommend to regulate and restrict Govt. sponsored advertisements 6 months prior to the date of expiry of the house /assembly to maintain parity at elections but exception can be made out for advertisements highlighting the govt. poverty alleviation programs or any health related schemes were his other suggestions.
Prominent NRIs namely Vijay Nahata from Vietnam, Mohan Singh Varma from Norway & Raman Chopra from Canada specially attended. चुनाव प्रणाली में सुधार- आधुनिक भारत की जरूरत
नई दिल्ली, 18 मार्च 2015: भारत के मुख्य चुनाव आयुक्त एच.एस. ब्रह्यमा ने चुनाव प्रणाली में सुधार को आधुनिक भारत की जरूरत बताया। प्रवासी भारतीयों को मतदान के अधिकार की सर्वोच्च न्यायालय को सिफारिष करने के लिए, पूर्व दिल्ली विधायक व दिल्ली स्ट्डी ग्रुप अध्यक्ष विजय जौली की अगुवाई में मुख्य चुनाव आयुक्त को एक भव्य कार्यक्रम में सम्मानित किया गया।
इस अवसर पर उन्हें एक षॉल व ट्रॉफी भेंटकर अभिनन्दन किया गया। कार्यक्रम का संचालन सुप्रसिद्ध सोसल मिडिया समन्वयक श्रीमती रितु राठौर ने किया।
एक उम्मीदवार को केवल एक ही निर्वाचन क्षेत्र से उम्मीदवार बनने की जरूरत पर बल देते हुए दिल्ली स्ट्डी ग्रुप अध्यक्ष विजय जौली ने कहा कि इससे खर्चो की बचत, समय की बर्बादी व मतदाताओं को उत्पीड़न से बचाया जा सकता है। इसके साथ ही चुनाव आयोग के लिए स्थायी सचिवालय की आवष्यकता पर भी उन्होंने बल दिया।
जौली ने स्वतंत्र उम्मीदवारों को चुनाव लड़ने से रोकने को अनुचित बताया। संसद, विधानसभा व स्थानीय निकायों के लिए आम मतदाता सूची बनाने की आवष्यकता पर बल दिया। तथा दल परिवर्तन पर अयोग्य घोशित करने का अधिकार राश्ट्रपति या राज्यपाल को चुनाव आयुक्त की सलाह पर मिलना चाहिए (जबकि वर्तमान में यह अधिकार स्पीकर व अध्यक्ष के पास है)।
स्ट्डी ग्रुप अध्यक्ष विजय जौली ने अनिवार्य मतदान के साथ-साथ, लोकसभा व राज्य विधानसभाओं के लिए 5 साल के तय कार्यकाल की पूरजोर वकालत की।
चुनावों में पूर्ण राज्य वित्त सहायता, पेड न्यूज समाचार व राजनीतिक विज्ञापन पर रोक, ईवीएम मषीनों के साथ कागजी निषानदेही, अपराधिक मामलों में लिप्त राजनेताओं पर षीघ्र अदालती कार्रवाई, वोटों की गिनती में टोटलाईजर पद्धति का अनुकरण, चुनाव संपन्न होने से पहले 48 घंटों में इलेक्ट्रॉनिक व प्रिन्ट मिडिया के जनमत सर्वेक्षणों पर प्रतिबंध सहित चुनाव षिकायतों का निपटारा 6 से 9 महीने में करने, चुने हुए लोगों को न वापिस बुलाने का अधिकार, लोकसभा व विधानसभा की समाप्ति के कार्यकाल से 6 महीने पूर्व सरकारी विज्ञापनों पर रोक तथा इसमें गरीबी उन्मूलन एवं स्वास्थ्य संबंधी घोशणाओं को अपवाद मानने के मुद्दों पर श्री जौली ने व्यापक रूप से सुझाव दिये।
