Dr. Jolly has been a student & youth leader in Delhi University. He was twice elected as the Secretary & President of Delhi University Students Union with popular votes of young boys & girls of Delhi University.

Dr. Jolly studied at the prestigious Sri Ram College of Commerce in Delhi University known for its toppers intake. He did his Masters in Commerce and Bachelor of Law while completing his PhD in Commerce.

Dr. Jolly has been a successful Indian Businessman Exporting Made in India Consumer Goods worldwide. He served the ruling party of India i.e. BJP as its Youth President & also as Elected Legislator (MLA), Govt. of NCT of Delhi from 2003-08. He also contested election against the Delhi Congress three times Chief Minister Sheila Dikshit in 2008 & lost narrowly.
